Ecological ICMS: Mesquita Surpasses 91 Municipalities to Become the Most Sustainable City in Rio State

For the first time, the city of Mesquita has achieved the top position in the Ecological ICMS ranking among the 92 municipalities of Rio de Janeiro state, with a remarkable average of 4.78 points for the 2026 fiscal year. This result solidifies the municipality’s leadership, which it had already maintained in the Metropolitan Region for three consecutive years and in the Baixada Fluminense for four straight years. The ranking is compiled by the CEPERJ Foundation, in partnership with the State Secretariat of Environment and Sustainability and the State Environmental Institute (Inea).


This achievement is attributed to the consistent investments and effective environmental care measures implemented by the city hall. Key initiatives include regular waste collection, the cleaning of storm drains and sewers, the Solidary Selective Waste Collection program, urban forestry actions, and environmental education programs. The city hall also dedicated efforts to developing municipal plans for Integrated Solid Waste Management, Basic Sanitation, and the Conservation and Recovery of the Atlantic Forest.


The Ecological ICMS, also known as Green ICMS, rewards municipalities that show the greatest commitment to environmental preservation by allocating them a larger share of fiscal transfers. Mesquita's leadership in this ranking ensures an increase in financial resources for the city, recognizing its dedication to sustainability.
